Part of Workday counts for a month: why length and starting weekday decide the total

What matters most in working days per month holidays

Working days per month in 2027: how a monthly closure list is sourced, versioned and applied, and why this page states no holiday date for any country.

What to take away

  • 2027 holds 261 weekdays. The United States federal calendar closes 11 of them, which leaves 250 federal working days for the year.
  • Monthly totals range from 19 in January and February to 23 in March. No month matches the annual average.
  • Only closures that fall on a weekday cut a month. Federal Saturday holidays move to the preceding Friday and Sunday holidays to the following Monday.
  • The authoritative sources are the Office of Personnel Management holiday schedule, 5 U.S.C. 6103 and IRS Publication 509. Store closures as dates with a publisher, retrieval date and version.

How a closure changes a month's count

Start with the month's weekday total. A closure on a weekday removes one day. A closure on a Saturday or Sunday removes nothing.

Does a closure cut the count?

Closure falls on a weekday?

Yes

removes one working day

No

removes nothing from the count

That second case is where counts drift. A holiday can sit on the books and leave the arithmetic untouched. The annual side of the same effect, where one spare weekday decides the whole figure, is set out under leftover-day rules and annual totals.

Substitution decides whether the loss moves at all. Federal offices observe a Saturday holiday on the preceding Friday and a Sunday holiday on the following Monday. A calendar with no substitution rule keeps the closure on the rest day and loses nothing.

The 2027 count, month by month

2027 is not a leap year, so it runs 365 days. January 1 falls on a Friday, giving 261 weekdays and 104 rest days.

Eleven federal closures land on weekdays once substitution is applied, so the federal total for the year is 250 working days.

These are arithmetic on one calendar. A court, a state agency or a private employer may observe different dates, and your month changes with them. The weekday total alone, before any closure, is covered in workday counts for a month.

Example: December 2027

December 2027 opens on a Wednesday and runs 31 days, giving 23 weekdays.

Christmas Day falls on Saturday December 25. Federal offices observe it on Friday December 24, a weekday, so December loses one day and ends with 22 working days.

A calendar without substitution keeps all 23. Same month, same holiday, one day apart.

Where the closure list comes from

For United States federal dates, start with the Office of Personnel Management holiday schedule. It lists the dates and states the weekend rules.

The underlying authority is 5 U.S.C. 6103, which names each holiday and sets the observation rule. The statute, not a third-party page, tells you who may add a closure mid-year.

Tax deadlines follow their own calendar. IRS Publication 509 defines the legal holidays used for filing and payment dates and explains when a due date moves.

A list copied from a calculator page has no publisher and no retrieval date. Layered calendars, where national, state and employer lists all apply at once, are examined under state and regional calendars.

Applying and versioning the list

  1. Choose the calendar that governs the deadlinethe receiving agency, the settlement system or the employer.
  2. Fetch the dated list from the publisher and record the URL, the retrieval date and the version.
  3. Store each closure as a date, never as a name. A name needs resolving later, and the resolution rule is exactly what differs between calendars.
  4. Subtract only closures that fall on weekdays the month already counts.
  5. Re-check the months after any mid-year addition, and note which list version each month was checked against.

Fields every closure list needs

  • Publisherwho can change it
  • Scopenational, regional, or one organization
  • Retrieved onstale versus wrong
  • Effective perioda list is for a period
  • Version or hashprove the same list

A count taken in February and quoted in November is not wrong because the arithmetic moved. It is wrong because the list did, and the retrieval date is what separates those cases.

If the question is how far a closure pushes a deadline rather than how many open days a month holds, the worked cases sit under closures in an add-business-days count.

Common questions

Do the 2027 dates repeat 2026?

No. Rule-based holidays such as the third Monday in January and the fourth Thursday in November keep their slot, but fixed-date holidays move by weekday from year to year.

How many closures should I budget per month?

None by default. Strip the closures out first, then apply the dates your governing calendar actually lists. An even monthly allowance is wrong in most months.

Does a Saturday holiday cost me a day?

Only if your calendar substitutes it onto a weekday. Federal offices move a Saturday holiday to the preceding Friday, so the loss lands there. Otherwise the month keeps its full count.

Do state or local closures change the count?

Yes, where they govern your deadline. State courts and state agencies publish their own schedules, and a state holiday those calendars observe removes a day the federal table keeps.
