Ottawa's federal public service calendar for contractors counting business days

Federal public service holidays in Ottawa do not match Ontario's statutory list, and that gap moves contract and SLA deadlines by a day or more.

What to take away

  • This guide covers Ottawa's federal public service calendar for contractors counting business days.
  • Federal public service holidays are set for the core public administration and are not the same as Ontario's Employment Standards Act list.
  • Easter Monday, Remembrance Day and the National Day for Truth and Reconciliation are federal holidays but not Ontario public holidays. Family Day runs the other way.
  • A Government of Canada contract counts business days by whichever calendar its definition clause names, so read that clause before you build a schedule.
  • Treasury Board policy governs leave for federal employees. It does not add holidays, so it does not close an office for counting.
  • Write the counting method into the statement of work before you sign.

How the federal public service holiday list differs from Ontario's

The federal public service holiday list is not Ontario's list. That single mismatch causes most deadline errors on Ottawa contracts.

The federal list covers the core public administration. It includes New Year's Day, Good Friday, Easter Monday, Victoria Day and Canada Day. Labour Day, the National Day for Truth and Reconciliation, Thanksgiving, Remembrance Day, Christmas Day and Boxing Day complete it. An election day or a one-off closure can be added in a given year.

When a holiday falls on a Saturday or Sunday, the federal public service observes it on the next working day.

Ontario's list under the Employment Standards Act is shorter. It runs these holidays:

  • New Year's Day
  • Family Day
  • Good Friday
  • Victoria Day
  • Canada Day
  • Labour Day
  • Thanksgiving
  • Christmas Day
  • Boxing Day

Three federal holidays are working days in Ontario: Easter Monday, Remembrance Day and the National Day for Truth and Reconciliation. Family Day is the reverse case. Ontario observes it in February; the federal public service does not.

Remembrance Day is the sharpest one for Ottawa. Federal offices close on November 11. Most Ontario offices do not. A November 11 deliverable to a federal client can be due a day earlier than an Ontario calendar suggests.

The rule that follows: find out which calendar the contract names. If it names the federal list, count on the federal list. If it names Ontario's, count on Ontario's. If it names neither, ask the contracting authority before you sign.

If you cannot get an answer, use the federal public service list for a federal client in Ottawa and document that assumption.

The Canada Revenue Agency publishes a public holiday list that many federal teams use as a reference for business-day counting. Check it at the CRA public holidays page.

Ottawa is unusual because the federal calendar is visible here. A supplier in Mississauga tracks Ontario's list and nothing else. In Ottawa, the federal list is what closes the buildings your client works in. The counting method behind that gap is set out in our guide to federal holidays in business day counts.

What the Treasury Board leave policy says about holiday counting

Treasury Board sets leave and holiday rules for the core public administration. Its Self-Funded Leave Policy sits alongside the designated paid holiday provisions.

The distinction that matters to a contractor is between a designated paid holiday and a day of leave. A designated paid holiday closes the public service by policy. A leave day is one employee away from the desk. Only the first changes whether an office is open for counting.

The Self-Funded Leave Policy covers how leave without pay and self-funded leave are administered. It creates no extra public holidays. The Treasury Board of Canada Secretariat page carries the identifier 12588. Contractors sometimes read it as if it creates holidays, then pad a schedule with days the client is working.

The Canada Labour Code holds the federal labour standards underneath much of this, including holiday entitlements for federally regulated employees. See the Canada Labour Code for the statutory framework. The citation is R.S.C., 1985, c. L-2.

For a contractor the takeaway is narrow. The federal public service holiday list defines closures. Treasury Board policy defines leave. Different instruments, different effects on your delivery date.

If your client is a Crown corporation rather than a core department, check its own holiday schedule. Crown corporations often follow the federal list, but not always, and some publish a slightly different calendar.

Billing against Government of Canada contracts and SLAs

Government of Canada contracts and SLAs usually define "business day" in the terms and conditions. That definition controls. It may point to the federal public service holiday list, to the province where the work is performed, or to a list written into the document.

Which Calendar Governs?

Does the contract define 'business day'?

Yes

Use that definition

No

Is place of performance Ottawa?

Ottawa is the place of performance for most federal contracts, so the federal list is the default assumption. Do not make it silently. Read the definition clause.

Service standards add a second layer. Under the Service Fees Act, federal departments must set service standards for many fee-based services and report performance against them. The Service Fees Act is the statute behind those standards. If your SLA mirrors a federal service standard, match the department's counting method.

Three things go wrong on Ottawa federal contracts:

  • The contractor counts on Ontario holidays and misses a federal closure.
  • The contractor counts on federal holidays and misses a provincial closure the contract names.
  • Both sides count correctly but start the clock on different events, such as receipt against acknowledgment.

Those are the failure modes we catalogue in our guide to federal vs state court filing deadlines. Most disputes are not about the number of holidays. They are about which calendar and which trigger apply.

Test any calculator before you rely on it. The checks in this subtract business days holidays 2027 review catch a tool that ignores the federal list, which will be wrong on Remembrance Day and Easter Monday every year.

Payment terms are a separate matter. Federal invoices are typically paid within a period measured in calendar days, not business days, so holidays matter less there. Delivery obligations are where business-day counting bites.

A checklist for contractors setting delivery dates in Ottawa

Run this before you commit to a date in a federal contract or SLA.

  • Find the definition of "business day" in the contract, SLA or statement of work.
  • Identify the governing calendarthe federal public service list, Ontario's Employment Standards Act list, or a list attached to the contract.
  • Identify the start triggercontract award, receipt, acknowledgment, notice to proceed, or another event.
  • Identify the weekend rulewhether a holiday on a Saturday or Sunday moves to the next working day.
  • Check the year's federal public service holiday dates against the table above.
  • Confirm whether Easter Monday, Remembrance Day and September 30 are non-working days for the client.
  • Confirm whether Family Day is a working day for the federal client.
  • Name the list, name the start trigger, and name the weekend rule in the statement of work.
  • If the contract is silent, ask the contracting authority before you sign and document the answer.

Delivery Date Checklist

  • Confirm contract's business day definition
  • Pull current federal holiday list
  • Pull Ontario list and mark differences
  • Check client typedepartment, Crown corp, agency
  • Identify start triggerreceipt, acknowledgment, signature
  • Add buffer for federal weekday closures
  • Write counting method into contract

That last item prevents most disputes. Two teams can agree on the deadline and still disagree on the count. Writing the method down removes the ambiguity.

If your schedule runs into next year, settle which calendar governs before the year turns. Working through add business days examples in advance is worth the effort, because holiday lists are published annually and can shift.

Worked example: a deliverable due across a federal and provincial holiday pair

A contractor in Ottawa owes a federal department a report 10 business days after contract award. Award date is Wednesday, February 10, 2027.

Worked Example: 10 Business Days

  1. Feb 10, 2027
    Contract award (Wednesday)
  2. Feb 11, 2027
    Count starts (Thursday)
  3. Feb 15, 2027
    Family Day (Ontario holiday)
  4. Feb 24, 2027
    Due on federal list
  5. Feb 25, 2027
    Due on Ontario list

One holiday sits in the window. Family Day falls on Monday, February 15, 2027, an Ontario holiday. The federal public service does not observe Family Day.

If the contract names the federal list, Family Day is a working day. Counting 10 business days from Thursday, February 11 lands on Wednesday, February 24, 2027.

If the contract names Ontario's list, Family Day is not a working day. The count skips February 15 and lands on Thursday, February 25, 2027.

One day of difference, from one holiday, on one clause.

Now suppose the same contract carries a milestone due 10 business days after Friday, November 5, 2027. Remembrance Day, November 11, is a federal public service holiday but not an Ontario public holiday.

On the federal list, November 11 is skipped and the milestone lands on Friday, November 19, 2027. On the Ontario list, November 11 counts and the milestone lands on Thursday, November 18, 2027.

Two examples, two one-day shifts, both from the same mismatch. A contractor tracking only one list will be early on one and late on the other.

This is why closures change an add-business-days count in ways a plain date calculator will not show. The calculator has to know which closures apply.

Common questions

Do federal public service holidays apply to all Government of Canada contracts?

Only if the contract says so. Many do, because Ottawa is the place of performance, but the definition clause controls. Read it before you build a schedule.

Is Remembrance Day a holiday for Ontario contractors?

Not under Ontario's Employment Standards Act. It is a federal public service holiday, so federal offices in Ottawa close. Ontario offices generally stay open.

Does Treasury Board leave policy create extra holidays?

No. It governs leave administration for federal employees. The designated paid holiday list is what defines federal office closures for counting purposes.
